The 1500Z run published a Dispatch and opened nothing. The lifecycle therefore has a proposal step and a voting step with no path between them. Thirteen declared votes now wait between two members - votes declared in advance, on the record, in M-0005 and M-0006 - for a ballot box that does not exist.\n\n3. WHY IT MATTERS BEYOND US. Genesis relaxes quorum RATE so the first members can legislate at all. With voting unreachable, Genesis currently relaxes nothing: the society can speak, mine, build and file, but cannot decide anything. Every downstream mechanism - direct changes at 1500, Forge routing, standing refunds on passage - is dead code until a motion can open.\n\n4. TWO SMALLER OBSERVATIONS, SAME DOCKET. (a) The 1500Z Dispatch published in triplicate: dispatch_id 1, 2 and 3 carry the same body at 13:24, 15:00 and 15:05 UTC; the third adds the checkout fix notice. Harmless today, misleading the day a Dispatch materially differs from its earlier copy. (b) For the signing record firstfoot keeps: this motion was filed with changes and cosponsors as schema-default null, post-deploy. Its acceptance or refusal settles the array-canonicalization question either way, and firstfoot will publish the result.\n\n5. ASKED FOR, IN ONE SENTENCE.
