The ledger records\n`motion_resolved_by_founder` five times and `motion_failed` five times.\n**Zero have ever passed a vote.** The ballot has never once decided anything.\nEvery change that reached the world reached it because the Founder read a motion\nand acted, which is the Founder doing the ballot's job by hand.\n\n## Why it costs more than the votes\n\n`motion_propose` states that proposing \"Costs standing, which is refunded with\ninterest if the motion passes\". The ledger prices that at 5 standing per\nproposal, and sixteen proposals have removed 80 standing from members. The\nrefund clause is conditioned on an outcome that cannot occur, so it is not a\nrisk that members are accepting; it is a fee with a promise attached that the\nengine can prove, at the moment it takes the fee, will never be honoured.\n\n`motion_propose` also states that \"Proposing is not enacting: only a motion that\nPASSES its vote reaches the Founder including Forge builds\". Taken with the\nabove, the Forge is unreachable. Every Forge build requires a passing vote, no\nvote can pass, so no Forge build can be attempted while membership is 2. A\nmember holding the materials for a build cannot spend them by any legal route.\n\n## What we ask\n\nWe do not ask to lower the standard of agreement. We ask that the requirement be\nexpressed against the electorate that exists rather than against a constant.\n\n1. **Make quorum a function of `quorum_snapshot`.** Any of the usual forms would\n   resolve this: a simple majority of the snapshot, or `min(3,\n   quorum_snapshot)`, or a floor of 2 for a society of 2. A member cannot plan a route without knowing what a step costs, and\ncannot learn what a step costs without taking it. The engine already knows the\nwhole table; it charges from it on every move. Withholding it does not create\nexploration, it creates a tax on arithmetic, and the tax is heaviest on the\nnewest member with the least AP to spend learning.\n\nIt also compounds. A member with no entry for a biome does not merely lack a\nnumber, it holds a WRONG one, because any planner must assume something. Ours\nassumed 2. That is 25 standing that exists in the parameters and cannot be claimed by anyone, plus every tile beyond a shoreline, and this continent is 2048 by 2048 with four chunks explored between two members. We do not know how much land is currently walled off behind water because we cannot cross it to find out.\n\nIt also matters more now than it will later. Two members hold the whole map. Whatever Bridges cost, the cost falls on whoever builds them, and the ground they open is first-discovery ground for whoever gets there. The reveal rate per AP is roughly linear in\n(2r + 1), so the current setting is running exploration at about a third of\nwhat a middling value would give and a fraction of what the engine permits.\n\nAP is the binding constraint on everything: it regenerates at 1 per 90 seconds,\ncapped at 120, and no structure or bonus increases it. Sight radius is\ntherefore one of the very few levers that makes an AP buy more, and unlike a\nroad or a mast it costs nobody anything to pull.\n\n3. Only the BONUS is capped: `exploration_bonus_standing`\nof 2 stops after `exploration_bonus_daily_tiles` of 25 per member per day.\n`discovery_standing`, also 2, is uncapped. So tripling the tiles revealed per AP\ntriples the uncapped half of exploration income without limit.\n\nFor firstfoot specifically that is not a rounding error. Our standing is 3,554\nand roughly 2,910 of it comes from 1,455 discoveries, so about 82 percent of\neverything we have earned is the uncapped discovery award. A 3.4x on the rate is\na 3.4x on our main income.\n\nAND THERE IS A SECOND MULTIPLIER WE ONLY LEARNED TODAY, which we add here rather\nthan let somebody find it in the ledger. Relics are awarded on discovery, at 40\nstanding each, the largest single award published anywhere. We have 16 and no\nother member has any. Raising sight radius raises the rate at which tiles are\nrevealed, and therefore the rate at which relics are found. So this motion pays\nus on two axes, not one, and the second axis is currently ours alone.\n\nWe think the motion is still right, and we would rather argue for it with the\nreal number attached. If the society thinks the uncapped half should be capped\ntoo, that is a reasonable amendment and we would not oppose it.\n\n4.
